Justin Navratil has spent his career dedicated to improving the wellbeing of our neighbors. As a public health professional, Justin doesn’t just talk about community health—he works every day to help communities and their residents be as healthy and successful as possible. Justin understands that a truly healthy and thriving Maple Grove is built on safe neighborhoods, an engaged community, and being able to afford your life. Justin is running for City Council to bring a data-driven, compassionate, and wellness-focused approach to our local government.

* Master's Degree in Public Health Administration and Policy - University of Minnesota Twin Cities * Bachelor's Degree in Psychology - University of Wisconsin Madison * Certificate in Project Management - University of Minnesota * Planning Section Chief for the Anoka County COVID-19 Response *Extensive practical knowledge and experience in personnel management, strategic planning, coalition building, community engagement, quality improvement, workforce development, project management, grant administration, finance / budgeting, and data analysis * Graduate of the Maple Grove Community Police Academy (2025) * Former Emergency Medical Technician (EMT) * Former Church Council member and Sunday School teacher * Volunteer for food drives, blood donations, fundraisers, and activities that benefit the community * Youth sports coach
Priorities
Safety, trust, and engagement
Justin will support our Police and Fire & Rescue Departments by investing in prevention through partnerships and meaningful community engagement. He will help build public trust through a commitment to transparency, education, and working with partner organizations such as schools and non-profits. As a health and safety expert, Justin is prepared to work with all partners involved to achieve real results for the community.
Affordability
Justin will keep our property taxes and utility bills low and reasonable. He is committed to financial stewardship and ensuring accountability of public resources. Justin will ask the tough questions and ensure every dollar is spent appropriately. With his years as a quality improvement and lean expert, Justin is ready to ensure the city is operating efficiently and providing excellent service.
Modernize spaces and services
Justin will improve transportation infrastructure while protecting our land, trees, water and air. He'll modernize city systems to ensure all residents are represented fairly. Justin will use his expertise in community engagement to respond to community needs and help neighbors share feedback with the city for continuous quality improvement. As an experienced public service leader, Justin knows how to introduce bold new ideas to improve quality and efficiency of city services while staying true to our values.
